This action was brought seven years ago by the New York State Energy Research and Development Authority (“NYSERDA”) to establish and enforce its rights with respect to the storage of nuclear wastes by the various abovenamed defendants at a nuclear fuel disposal and reprocessing center located at West Valley, N.Y. (“the Center”). Defendant Nuclear Fuel Services, Inc.
