STEINBERG, Judge:

The appellant, through counsel, seeks review of a March 25, 2002, Board of Veterans’ Appeals (Board or BVA) decision that denied basic eligibility for an award of Department of Veterans Affairs (VA) disability compensation benefits under 38 U.S.C. § 1110. Record (R.) at 1-6. The appellant and the Secretary of Veterans Affairs (Secretary) each filed a brief, and the appellant filed a reply brief. The Court heard oral argument on February 19, 2004.
