MEMORANDUM OPINION AND ORDER
SPRIZZO, Senior District Judge.
Plaintiff pro se Yashua Amen Shekhem’ El-Bey (“plaintiff’ or “Mr. El-Bey”), a former New York City Department of Correction (“the DOC” or “the Department”) officer, brings this action against various defendants including the City of New York, multiple DOC employees (“the DOC Defendants”), and other individual New York City Officials (“the City Defendants”) (collectively “defendants”).
