MEMORANDUM OPINION AND ORDER

Plaintiff pro se Yashua Amen Shekhem’ El-Bey (“plaintiff’ or “Mr. El-Bey” or “El-Bey”), a former New York City Department of Correction (“the DOC” or “the Department”) officer, brings this action against various defendants including the City of New York, multiple DOC employees, other individual New York City Officials (“the City Defendants”), and the State of New York (collectively “defendants”).
