¶1 The Plaintiffs, Montana Environmental Information Center (MEIC), Clark Fork-Pend Oreille Coalition, and Women’s Voices for the Earth, filed an amended complaint in the District Court for the First Judicial District in Lewis and Clark County in which the Department of Environmental Quality (DEQ) for the State of Montana *210was named as the Defendant and in which Seven-Up Pete Joint Venture (SPJV) subsequently intervened.
