OPINION

ORME, Presiding Judge:

Indian Village Trading Post, Inc., appeals the dismissal of its petition for extraordinary relief in the nature of mandamus. We affirm, albeit on procedural grounds not relied upon by the trial court.

FACTS

Indian Village is a corporation, incorporated under the laws of Utah. In 1990, Indian Village began construction of an addition to its existing structure located on Zion Park Boulevard in Springdale, Utah.
