In Beckham v. Board of Education of Jefferson Co., 873 S.W.2d 575 (Ky.1994), we held that the Kentucky Open Records Act (KRS 61.870 to 61.884, the “ORA” or the “Act”) provides a cause of action whereby an affected individual may seek to preclude the disclosure of public records pertaining to him or her.
