Pro se Plaintiff Andre Jones (“Plaintiff’) brings this Action pursuant to 42 U.S.C. § 1983 against Westchester County (the “County”), Sergeant Oddes Andrews (“Andrews”), Officer Bruce Allen (“Allen”), and Officer Karl Best (“Best”) (collectively, “Defendants”), alleging that Defendants engaged in conduct that violated Plaintiffs rights under the Eighth Amendment.
