The Board of Appeals (“the Board”) of the Department of Economic and Employment Development (“DEED”),1 appel*600lant, determined that Nancy M. Propper, appellee, was disqualified from receiving unemployment benefits based on her “gross misconduct” within the meaning of Md.Code (1991, 1995 Supp.), § 8-1002 of the Labor and Employment Article (“L.E.”).
