Dear Senator Faris:

I am writing in response to your request for an opinion concerning the limits of "Proposed Constitutional Amendment No. 1" adopted by the voters at the 2005 general election.1 As you note, this Amendment, "among other things, allows authorized organizations to conduct bingo games and raffles."
