Petitioner Zhi Wei Pang, a citizen of the People’s Republic of China, petitions for review of a July 24, 2003 order of the Board of Immigration Appeals (“BIA”) affirming the order of Immigration Judge Roxanne C. Hladylowycz (the “IJ”) denying petitioner’s request for asylum under section 208 of the Immigration and Nationality Act (“INA”), 8 U.S.C. § 1158, and for withholding of removal pursuant to INA Section 241(b)(3), 8 U.S.C. § 1231(b)(3).
