MEMORANDUM OPINION

ROBINSON, District Judge.

I. INTRODUCTION

Plaintiff Dale Otis Palmer (“plaintiff’), an inmate at the James T. Vaughn Correctional Center (‘VCC”), Smyrna, Delaware, filed this civil rights complaint pursuant to 42 U.S.C. § 1983.
