The matters before the Court are plaintiffs Petition For Preliminary Injunction and Plaintiffs Motion to Advance Trial On The Merits pursuant to Fed.R.Civ.P. 65(a)(2). A hearing on these matters was held before the Court on Tuesday, October 19,1999.
