On June 30, 1918, the Railroad Commission made an order upon the petition of the defendant utility increasing the existing charges for gas in the city of La Crosse twenty cents per thousand cubic feet of gas in addition to existing rates, which included' a ten-cent surcharge granted August 22, 1917. The Commission declared that the increase was justified in view of the increased cost of fuel, labor, and materials required to operate the gas utility.
