Plaintiffs have moved for partial summary judgment. The facts relevant to this motion are undisputed. Plaintiff Shirley Franklin, a black woman, is employed on the police force of the City of Lynn. Members of the force who so desire may apply to join the local lodge of the Order of United Commercial Travellers (“UCT”), a fraternal benefit society providing insurance to its members.
