On September 20 and 23, 1991, lawsuits challenging the Missouri House Redistricting Commission’s (hereinafter “the Commission”) house redistricting plan1 were filed in the Eastern and Western Districts of Missouri, respectively. On December 18, the two cases were consolidated before this three-judge court in the Western District of Missouri. The plaintiffs and defendants entered into a proposed settlement and asked this court to set aside the Commission’s duly promulgated plan and replace it with the parties’ settlement plan.
