OPINION OF THE COURT

Robert Hettleman, J.

For the reasons stated below, I find that the petitioner has proved by a preponderance of the evidence that the respondent father, Gene M., neglected his children as alleged in the petition.

I. Procedural History

The Administration for Children’s Services (ACS) filed this neglect petition on May 15, 2013, alleging that respondents Ms. H. and Gene M. neglected the five subject children.
