In this bid protest, Plaintiff California Industrial Facilities Resources, Inc. (CIFR) challenges the Government’s award of a sole source contract for sixteen 50-man bare base shelter systems to Alaska' Structures, Inc. (AKS). The bare base shelter systems are large tent-like structures that serve as living quarters for United States military troops arriving in Afghanistan.
