Appeal from Jackson Circuit Court. — Hon. Thomas J. Seehorn, Judge. (1) Under the statute (R. ¡3. 1909, sec. 9778) it is made mandatory upon the city to support and maintain the Metropolitan Police System in Kansas City. Reynolds v. Jost, 26 Mo. 51; State ex rel. v. Mason, 153 Mo. 51. (2) The tax levied for the support and maintenance of a metropolitan police system is not levied for a municipal purpose.

“The Board of Police Commissioners of' Kansas. City, Missouri, made and certified to the Common Council of said city, an estimate of the amount of money necessary for the support and maintenance of the police department of said city for the fiscal year 1919, as required by Article 17 of Chapter 84 of the Revised Statutes of 1909, as amended.
