Plaintiffs Philip and Daryl Schreiber (“Parents” or “Plaintiffs”) are the parents of S.S., a child classified in 2004 as learning disabled by Defendant East Ramapo Central School District (the “District”). Parents brought this action against the District and against Defendant Mitchell J. Schwartz (“Schwartz”), in his “individual official capacity” as Superintendent of the District, pursuant to the Individuals with Disabilities Act, 20 U.S.C. § 1400 et seq.
