On April 11, 1967 appellant James Luther, a teacher with some 22 years experience, was granted tenure by the Alpena Public School System. Some four years later the school system indicated to Luther that they were no longer satisfied with his performance. Charges were lodged against him. In essence, these charges alleged that Luther was no longer competent to teach. On June 1, 1971, the school board held a hearing on the issue of appellant’s competency.
