On October 15,1992, the District of Columbia Contract Appeals Board (DCCAB) awarded respondents A.A. Beiro Construction Co. and its insurer, Fidelity and Deposit Company of Maryland,1 the sum of $6,570,-278 with interest from April 17,1992, against the District of Columbia. The award was based on a finding that the District had improperly terminated a contract with Beiro for the construction of a facility for the handicapped.
