In this appeal from a final determination of the Pennsylvania Office of Open Records (OOR) under the Right-to-Know Law1 (RTKL), we consider the merits of a request for names and home/mailing addresses in the possession of a Commonwealth entity, in this case the State Employees’ Retirement System (SERS).2 *13Both SERS and the requester, Pennsylvanians for Union Reform (PFUR), have appealed OOR’s final determination.
