Plaintiffs the Environmental Integrity Project, the Center for Food Safety, the Humane Society of the United States, Clean Wisconsin, Iowa Citizens for Community Improvement, and the Association of Irritated Residents have brought this action against the United States Environmental Protection Agency (“EPA”) and the EPA Administrator, Regina McCarthy, complaining that the agency has not responded to their 2011 petition concerning ammonia gas pollution.
