Plaintiffs the Humane Society of the United States, Association of Irritated Residents, Environmental Integrity Project, Friends of the Earth, and Sierra Club have brought this action against the Environmental Protection Agency (“EPA”) for declaratory and injunctive relief pursuant to the Administrative Procedure Act (“APA”), 5 U.S.C. § 551 et seq.
