On appeal, Mary Smith (Smith) challenges the district court’s decision upholding the Commissioner of Social Security’s (Commissioner) 1 final decision regarding her disability benefits and the necessity for a representative payee to manage her benefits. 42 U.S.C.A. §§ 401-1397e (West 1991).
