The Airline Deregulation Act of 1978 prohibits States from “enacting] or enforc[ing] any law . . . relating to *222[air carrier] rates, routes, or services.” 49 U. S. C. App. § 1305(a)(1). This case concerns the scope of that preemptive provision, specifically, its application to a state-court suit, brought by participants in an airline’s frequent flyer program, challenging the airline’s retroactive changes in terms and conditions of the program.
