MEMORANDUM OPINION AND ORDER

KENDALL, District Judge.

On October 1, 1992, counsel appeared before the Court at a hearing regarding class *557certification. On considering the copious briefing on the motions for class certification, the arguments of counsel and the applicable law, the' Court determines that a class should be certified and this case proceed as a class action under Rule 23(b)(3), Fed.R.Civ.P.
