MEMORANDUM
TAURO, District Judge.
This action is the result of the wrongful conviction, and imprisonment for more than a decade, of Neil Miller (“Miller”) for the crime of rape in 1990. In 2000, Miller’s conviction was vacated, and the indictment against him was dismissed. He then filed suit against a number of municipal officials and entities, alleging that, at each stage of the criminal process, his rights were violated.
