OPINION
MEROW, Judge.
This government contract dispute comes before the court following a trial. Plaintiff Hoffman Construction Co. (“Hoffman”) has brought six claims on behalf of its subcontractor, W.A. Botting Company (“Botting”), against the United States General Services Administration (“GSA”). The claims arise out of contract no. GS-09P-87-KTC-0120, involving the renovation of the Old Bonneville Power Administration (“BPA”) Building in Portland, Oregon.
