MEMORANDUM OPINION

LAMBERTH, District Judge.

This matter comes before the, court on cross-motions for summary judgment on plaintiffs claim for the return of his seized property. Upon consideration of the parties’ statements of points and authorities, affidavits, declarations and exhibits, and this court’s in camera review of the property in dispute, plaintiffs motion for summary judgment is denied and defendants’ motion for summary judgment is granted.
