I. Introduction

Pro se petitioner Joseph Boone (“Boone”) brings this habeas corpus proceeding pursuant to 28 U.S.C. § 2241 to challenge a decision by the United States Parole Commission (“Commission”) to revoke his parole. In 1976, Boone was convicted of offenses under both the United States Code (“U.S.Code”) and the District of Columbia Code (“D.C.Code”), receiving sentences that the Bureau of Prisons later aggregated with his sentence on a 1982 D.C.Code violation.
