Plaintiff, Ramesh Sharma, a former employee of the District of Columbia Office of Contracting & Procurement (“OCP”), brings this action against Defendant, District of Columbia, for retaliation in violation of the D.C. Whistleblower Protection Act (“DCWPA”), D.C.Code § 1-615.51 et seq., and the federal False Claims Act (“FCA”), 31 U.S.C. § 3730.
