In this administrative appeal involving alleged patient abuse in a nursing care facility, the plaintiff, Sandra Salmon, appeals from the judgment of the trial court sustaining in part her appeal from the deci*644sion of the defendant, the department of public health and addiction services (department).2 The department cross appeals from the judgment sustaining the plaintiffs appeal and remanding the case to the department for further fact-finding.
