Officer George B. Campbell of the Birmingham Police Department was working on an anti-robbery task force in the downtown area on the evening of September 18, 1979. Officer Campbell was a decoy on this task force; he was dressed in a Miller beer salesman's uniform and had a "trucker's wallet" attached to his belt. Officer Campbell was also equipped with a body transmitter so he could signal for assistance.
