Plaintiffs Alvin Matzke, William Leonard, Janice Stoss, Donald Lorlovick, Delmar Turley and Cheryl Turley are seeking preliminary and permanent injunctive relief and declaratory relief for themselves and other similarly situated Kansas farmers against John Block, Secretary of Agriculture, United States Department of Agriculture and the Administrator and other subordinate officials of the Farmers Home Administration, a government agency.
