I. INTRODUCTION

Plaintiffs, two liquor retailers, and their owner, seek to invalidate parts of the Massachusetts statute governing ownership of retail liquor stores, Mass. Gen. Laws ch. 138, § 15 (2005), on numerous grounds, constitutional and statutory.
