ROVNER, Circuit Judge.

Convicted murderer Alex Pearson was just two days away from being transferred out of Tamms Correctional Center, a maximum-security prison in southern Illinois, when he received a disciplinary ticket for sexual misconduct. That ticket set his transfer from Tamms to a less restrictive prison back by more than a year.
