As a subordinate arm of the state, the County must satisfy three requirements in order to seek judicial review of an action of a state agency. First, the County must point to a statutory provision conferring a right upon the County to seek this review. See Maurer v. Young Life, 779 P.2d 1317, 1320 (Colo.1989); Martin v. District Court, 191 Colo. 107, 109, 550 P.2d 864, 866 (1976) (the “Martin test”). Next, the County must satisfy the two-part standing inquiry described in Wimberly v.
