Circuit Judge:
These consolidated wrongful death actions arise from the crash at sea of a military aircraft in 1971. Plaintiffs are heirs and personal representatives of nine servicemen and three civilians who died in the crash. All twelve plaintiffs filed suit under the Death on the High Seas Act (“DOH-SA”), 46 U.S.C. §§ 761-767, against LTV,1 a contractor who substantially modified component parts of the aircraft. The three civilian plaintiffs also filed suit against the United States under the Suits in Admiralty Act. 46 U.S.C. §§ 741-752.
