In this case brought pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., and the Administrative Procedure Act (“APA”), 5 U.S.C. § 706 (2000), plaintiff General Electric (“GE”) seeks to prohibit defendant United States Department of the Air Force (“Department” or “Air Force”) from disclosing unit pricing information contained in two contracts GE negotiated with the Air Force.
