DABNEY, J.

The City Council of the City of Redlands (City) and its individual members (collectively, City Council) appeal from an order of the trial court granting the petition of Stephen R. Selinger (Selinger) for a writ of mandate. The writ requires the City Council to acknowledge that Selinger’s tentative tract map was deemed approved because the City Council failed to act on the application within one year after the application was complete.
