MEMORANDUM OPINION
HUVELLE, District Judge.
Plaintiff, a white female, was employed as the Chief Financial Officer (“CFO”) of the District of Columbia Government’s Department of Administrative Services (“DAS”) from February 1997 through January 1998. She was terminated by the District of Columbia, Office of the Chief Financial Officer (“CFO”), on January 16, 1998.
