MEMORANDUM OPINION

In this case, plaintiff Horace Mann Insurance Company contends that defendant United International Insurance Company is liable for a portion of a $2 million settlement paid by Horace Mann on behalf of clients for whom both companies had written insurance policies. The parties have submitted this cause to the court for decision on the record, briefs, and oral argument, without a trial.
