This is an appeal by Frederick Cotherine, a former tenured teacher and employee of the Board of Education of the City of St. Louis. On March 16, 1989, the superintendent charged Cotherine with one count of inefficiency and violating Board Regulation 5347 by prejudicing the good order and discipline of Shepard School and two counts of inefficiency and violating Board Regulation 5210 by acts of insubordination.
