This opinion is necessitated as a result of the appeal of the Montgomery County Intermediate Unit Education Association and Perkiomen Valley Education Association to this court’s *90order dated July 21, 2001, which order vacated the arbitration award decision of Arbitrator Joseph B. Bloom.
