This is an appeal by the People from an order of the county court of Moultrie county refusing judgment for a special drainage assessment levied by the drainage commissioners of Drainage District (by user) No. y of the town of Lowe, in said Moultrie county, against the west half of the south-west quarter of section 13, township 15, range 6, east, which was owned by S.
