This declaratory judgment action involves interpretation of a constitutional amendment that created the City and County of Broom-field. Plaintiffs, the Board of County Commissioners of Jefferson County, the Jefferson County Assessor, and the Jefferson County Treasurer (collectively Jefferson County), appeal the judgment in favor of defendant, the City and County of Broomfield, the successor to the City of Broomfield.
