COFFEY, Circuit Judge.
An employee of the United States Postal Service, Pink Kirksey (“the insured”), was covered under a life insurance policy issued by the defendant-appellee Metropolitan Life Insurance Company (“MetLife”) pursuant to the Federal Employees’ Group Life Insurance Act (“FEGLIA”), 5 U.S.C. § 8701-16. The insüred died in September of 1995 and on November 18, 1996, the plaintiff-appellee, Charlene Hightower (“Hightower”), the daughter of the insured, filed for declaratory judgment in the Circuit Court of Cook County, Illinois, to obtain the proceeds of the insured’s life insurance…
