REAVLEY, Senior Circuit Judge:

H. Lynn Branch, administrator of the estate of Dwayne Elijah Bell, brought this suit to recover health insurance benefits under the Employee Retirement Income Security Act (ERISA), 29 U.S.C. §§ 1001-1461, and the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), 29 U.S.C. §§ 1161-1168. Pan American Life Insurance Co. (PALIC) appeals from the district court’s judgment holding PALIC liable for the costs of treating the injuries that led to Bell’s death. See Branch v. G.
